The enactment of federal laws and regulations has also acted as a way of mitigating the conflicts and bringing together different economically warring factions. The development of water policies in the west especially in California is influenced by a number of factors which are intrinsic to California only. The constant earthquakes and catastrophic events that are common in California have continuously disrupted water supplies to different parts of the state. As a result, the formulation of policies has been influenced by these events and how they have affected the normal water use in the state. According to the United States geological survey, there is a 99% likelihood of a major earthquake in the southern parts of the state according to information from the last three decades. It is only in northern California that the risk is a bit lower but still disrupts the normal water supply and use in the state (Von der Portena & De Loà «, 2014). Free Will Versus Determinism Essay The excerpt I chose was ââ¬Å"Free Will versus Determinismâ⬠, and I noticed from the beginning the piece was written with reasons to support the content. First, the presentation introduces two beliefs; the behavior of atoms is governed entirely by physical law, and humans have free will. Immediately after presenting these ideas and questioning the relations in the two, the excerpt explains the logical approach to why they do not necessarily favor one another. Any argument that is presented, or comparison of two aspects, needs facts and reasons to confirm why the person is trying to convince the reader or other person that the argument is supported. Referring to the two beliefs presented at the beginning of the excerpt, the piece supports the idea that the behavior of atoms is governed entirely by physical law and humans have free will do not have a congruent relationship. Atoms will do what they have to do because of physical law and its determination of what each atom will do in the given circumstances. This is fact which is presented clearly and holds accuracy. An interpretation of the example given would be is if an atom does Z in circumstance Q, then circumstance Q will result in the atom having to do Z. By physical law, one cannot predict, change, or control what atoms do and how they do what they do. Continuing on to the next segment of the excerpt, it explains that free will is what happens, but did not necessarily have to happen. Unlike atoms and how they are governed by physical law, free will is something that has to be invoked by a human. Choice is the root in free will and what a person chooses to do will have a result. In this second part I began to see the argument because it was the comparison to the first fact presented, and reasons are given for why the argument is being made. A quote is written into the conclusion that points out that humans have free will to a certain degree, but it does not relate to how atoms are governed. The strengths that I found were the facts presented and the explanation of the material. Also I like the order in which the excerpt was written. The two beliefs were first, followed by the questioning of validation and reasons why the two beliefs did not fit well together as one belief. I could not identify any weaknesses in the excerpt, or parts that were irrelevant. The conclusion need depend on the industry and maturity of a company, as well as specific occupation. A small company has its own characteristics. It is stepping in a developing road. It is too frangible to bear risk. If someone do not have any experience in a small company , it is really hard for this person integrate into a small company easily. And it may make some troubles for a small companys operation based on some experiences in the big one. The new manager also need more patience. Whoever works in a developing company as a manager all under pressure. With the help of training system , an employee who has full motivation for their company and also made some achievements, understanding their organization culture in deep and having potential to be a leader can become a new manager. Imagine a day when youngsters would leave for school carrying nothing more than an electronic device weighing less than one pound. The advent and growing popularity of electronic textbooks may make this a reality sooner rather than later. No more students trudging around with 20 pound backpacks strapped to their backs. No more lockers jammed with textbooks and notebooks. The benefits of transitioning to e-textbooks are many and provide advantages for both students and educators. Electronic textbooks can be updated faster than traditional textbooks and can also provide resources that traditional books cannot supply. Because reprinting textbooks is expensive, they are rarely corrected and schools frequently have outdated versions that are 5 ââ¬â 10 years old (Acker, 42). The information in traditional textbooks is often obsolete and the pictures can be very dated. For example, Pluto is still listed as a plant in our solar system in many science books even though it was decided in 2006 that it is actually a dwarf planet. In some cases, a textbook may be updated every few years, but many high schools do not purchase the new edition because of the high cost involved. In our current economy, many schools can neither justify nor afford the several hundred dollars it would cost to purchase a new edition for just a few changs. With e-texts, corrections and updates can be made quickly and at a fraction of the cost of their printed counterparts. Prison and County Correctional Faculties Overcrowding Essay
The subject of prison overcrowding has been an issue for many years. It is not just the prisons that are overcrowded but also the county correctional facilities. In the U.S.A. today 1 in nearly 100 Americans are currently incarcerated (ââ¬Å"Alecâ⬠, 2014). The reasons that the numbers are so high are due to the many different laws and strategies that have been put into place to try and stop crime. Laws such as ââ¬Å"The three strikes lawâ⬠that California implemented calls for mandatory sentencing for repeat offenders and New Yorkââ¬â¢s ââ¬Å"Broken windowâ⬠stagey that calls for all crimes big or small to be prosecuted. These are good in theory but can also cause the prison system to be over loaded with offenders. In an effort to provide an example of overcrowding I chose the state of Tennessee to look at their inmate numbers and how the lack of space causes the overcrowding. There are 14 prisons in the state of Tennessee, 11 of them are run by the Department of Corrections and three are run by private companies. Each facility is up to 90% capacity and currently there are 20,476 people incarcerated in Tennessee prisons (ââ¬Å"Alecâ⬠, 2014). There are 759 correction officer employed though out these prisons, and as you can see by the number there is an abundance of inmates compared to the amount of officers able to patrol this beat. In looking at the statistics one must not just look at current offenders that are serving time, also the offenders that are out on parole and probation. In the state of Tennessee alone there are 13,546 people on parole and 57,234 people on probation (ââ¬Å"Alecâ⬠, 2014). There are only 759 officers for all these offenders. This number is where a lot of the influx of inmates comes from. The offenders that become inmates are not just due to fresh crimes. They are more often than not offenders that have reoffended or violated probation or parole. It is not just the prison facilities that are overcrowded; it is also the county corrections facilities or otherwise known as the county jails. As a former corrections officer I saw the overcrowding first hand, inà a jail that was made to house 180 inmates, there are currently to date 279 people taking up space in this jail. There is a small population of inmates with in this facility that are awaiting a bed in prison, so they are stayi ng in the county jails due to the fact they cannot move on to the prison system. They are serving TDOC time with the county; due to this jail being overcrowded they will often ask other jails that are within a certain radius to take inmates for safe keeping. This then transfers the inmate from one county jail to another, causing overcrowding for them. It is just they are less over crowded then the jail asking for the move. As discussed earlier, the new laws enacted and strategies put into place are done to prevent offenders from continuing to offend. It is used almost as a scare tactic; however most offenders that have more than one offense on their record are not unfamiliar with jail and trouble. They have more than likely been in and out of correctional facilities since they were young. I think for a slim few these laws and strategies are effective. I also feel that there are not enough programs to rehabilitate offenders; if the idea is to keep these people out of jail then society has to help them become a respectable part of it. In order for these programs to work research shows they much include; academic education, vocational education, moral recognition therapy, reasoning and rehabilitation, cognitive restructuring, cognitive behavioral treatment for sex offenders, behavioral treatment for sex offenders, surgical treatment for sex offenders, multi-system therapy, drug courts, drug treatment in the community they live, incarceration based drug treatment (ââ¬Å"Analyzing the Effectiveness of Rehabilitation,â⬠2009). There must be a curriculum to these programs; the effort put forth to succeed must be done by the offender. There are many people in the prison system that with the correct amount of reconditioning can become law abiding citizens. One such program in the state of Tennessee is called Tennessee Reentry Collaborative, this program that was established in 2004 and works directly with The Tennessee Department of Corrections. Through the establishment of this program, smaller programs were formed that are local to all surrounding prisons and county jails. This program works closely with The Department of Homeland Security, Department of Children Services, Department of Veteran Affairs and many other agencies with in the state. These programs work together to establish regulations and rules that the programs must followà (ââ¬Å"Tennessee Department Of Correctionsâ⬠, 2014). Another program that is located in Tennessee is called ââ¬Å"Take One. This program enables the community to take control of the rehabilitation of offenders. The program Take One main purpose to the have individual organizations agree to mentor just one returning offender and his/her family for a period of one year. The offender is given an assessment and after they are classified the organization that chooses to help them with their rehabilitation begins to meet with the offender. This is usually about one year prior to release. Unlike some offenders, there are many that once their time is served they have no obligation to see a parole or probation officer. So once back in to society they have no guidance.
